It's possible with Kermit 95:

The method is not immediately obvious, but it's there:
1. Make sure you don't already have an active connection.
2. Give the following commands to Kermit 95:
SET TERMINAL TYPE VT100 ; (or other desired type)
SET NETWORK TYPE FILE
SET HOST <filename>
VIEW
3. Use Page Up / Down to scroll thru the display.
